Entre ruptures et virtualités, relire la transition haïtienne à l’aune du « et si »
Penser l’histoire récente d’Haïti à partir du « et si » ne relève ni de la nostalgie ni de la fiction gratuite, mais d’une méthode critique permettant d’éclairer les bifurcations manquées du processus démocratique commencé après le 7 février 1986. Et si les élections du 29 novembre 1987 n’avaient pas été avortées dans le sang? Et si Leslie François Manigat avait refusé de participer au scrutin profondément entaché d’irrégularité le18 janvier 1988? Et si le coup de force conduit par Himmler Rébu en avril 1989 avait abouti? Et si Marc Bazin avait remporté les élections du 16 décembre 1990? Et si, enfin, la communauté internationale avait laissé se poursuivre, sans interférences ni arbitrages ambigus, une dynamique démocratique encore fragile? Plus radicalement encore: et s’il n’y avait pas eu le coup d’État du 30 septembre 1991 contre Jean-Bertrand Aristide?
Ces interrogations, loin d’être marginales, permettent de reconstituer un champ des possibles à partir duquel se mesure l’ampleur des ruptures ayant structuré la trajectoire politique haïtienne. Depuis la chute de Jean-Claude Duvalier pour l’exil en France le 7 février 1986, l’État haïtien semble pris dans une temporalité heurtée, marquée par l’instabilité chronique, la faiblesse institutionnelle et la récurrence des interventions militaires. La transition démocratique, au lieu de s’inscrire dans une continuité cumulative, s’est trouvée fragmentée par une succession de crises qui ont empêché la consolidation d’un ordre politique durable.
Le massacre des électeurs dans les bureaux de votes lors des élections du 29 novembre 1987 constitue, à cet égard, un moment fondateur de discontinuité. S’il n’avait pas eu lieu, Haïti aurait peut-être connu une première alternance démocratique susceptible de légitimer durablement les institutions naissantes. De même, la participation de Manigat aux élections de janvier 1988, dans un contexte de forte illégitimité, pose la question de la responsabilité des élites dans la validation de processus électoraux défaillants. Son refus à cette mascarade électorale aurait-il contribué à délégitimer plus clairement le pouvoir militaire, ou aurait-il au contraire accentué le vide institutionnel?
L’hypothèse d’un succès du coup d’État avorté d’avril 1989 ouvre une autre perspective: celle d’une recomposition interne de l’armée susceptible d’accélérer ou de compromettre davantage la sortie du duvaliérisme. Mais l’échec de cette tentative révèle surtout le rôle déterminant des équilibres internationaux dans les dynamiques internes, notamment l’importance tacite de l’approbation ou du refus des puissances étrangères.
L’élection de décembre 1990 marque, quant à elle, une rupture majeure par l’irruption massive des classes populaires dans le champ politique. Pourtant, imaginer une victoire de Marc Bazin, soutenu par des secteurs économiques et internationaux, revient à poser la question d’une transition plus contrôlée, potentiellement plus stable institutionnellement, mais peut-être moins porteuse de transformation sociale. Cette hypothèse souligne la tension persistante entre stabilité et représentativité dans les processus démocratiques.
Enfin, l’intervention répétée de la communauté internationale dans les affaires haïtiennes invite à interroger les conditions d’une souveraineté politique effective. Et si le processus démocratique avait été laissé à sa propre dynamique, sans pressions ni arbitrages extérieurs? L’histoire aurait-elle suivi une trajectoire moins chaotique, ou ces interventions ont-elles, paradoxalement, contenu des dérives plus graves?
Le coup d’État de 1991 apparaît dès lors comme un point de cristallisation. Son absence hypothétique permet d’imaginer la poursuite d’une expérience démocratique certes fragile, mais potentiellement évolutive. Toutefois, cette projection ne saurait occulter les fragilités internes du pouvoir en place: faiblesse de l’appareil d’État, tensions avec les élites traditionnelles, difficultés à transformer une légitimité populaire en gouvernance institutionnelle.
Ainsi, l’ensemble de ces scénarios contrefactuels converge vers une même interrogation: les échecs de la transition démocratique haïtienne tiennent-ils principalement à des ruptures imposées de l’extérieur, coups d’État, ingérences, violences politiques ou à des contradictions internes non résolues au sein même des élites et des structures étatiques?
En définitive, explorer ces « possibles non advenus » ne vise pas à réécrire l’histoire, mais à en dévoiler les lignes de fracture. Car c’est dans l’analyse de ces moments suspendus, où plusieurs trajectoires demeuraient envisageables, que se dessinent les conditions d’intelligibilité du présent haïtien et, peut-être, les clés d’un avenir moins dépendant des répétitions du passé.
